IBM is a very smart company. IBM may be the only company left that I actually have any respect for and would like to work for.
IBM recognized that GIVING contracts to some company put a shit load of money into the owners of that company's pocket. IBM seemed to have a policy of taking an "equity stake" in any company that it gave large contracts to. In order words, IBM became "part owners" of companies that got large IBM contracts.
I can remember that when IBM gave a large contract to the temp agency Norrell, it was reported that IBM bought an equity stake in Norrell. As I understand it, IBM, in the beginning, also had equity stakes in Intel and Microsoft (both of which were given major contracts to supply parts for the IBM PC).
From what I can tell, every major company in NYC has no problem with letting some low level idiot fucker make deals to essentially hand over millions of dollars in the company's money to some little Shit Shop Temp Agency that just sprang up yesterday.
